WASHINGTON (Reuters) - Democrats blocked the fiscal 2016 defense spending bill in the U.S. Senate on Tuesday, amid a fierce fight with Republicans over tax and spending policy days before a potential Oct. 1 government shutdown.
The vote was 54-42, largely along party lines with Republicans voting yes and Democrats no. It meant the appropriations measure failed to achieve the 60-vote majority needed to advance to final passage in the 100-member Senate. Congressional Democrats and Republicans are fighting over a range of tax and spending issues as the end of the fiscal year approaches.
In the case of the Department of Defense, Democrats oppose a Republican-led plan to use some $38 billion in special war contingency funds to let the Pentagon sidestep mandatory "sequestration" spending cuts put in place under the 2011 Budget Control Act.
A similar vote on the appropriations bill in June also failed. The two parties also have been arguing over Republican-led efforts to include a measure to defund the women's healthcare provider Planned Parenthood in any temporary funding measure to keep the government open.

Oh, so I guess it’s okay to shut down a part of the government.
Who knew?
Strange that they didn’t defund welfare.
Quickly... whats in this defense spending bill that is above/below last years levels?
Democrats trying to destroy babies and the military in one fell swoop...
A ‘shutdown’ is coming
So, go nuclear—51 votes and shove it up their ying yang.
Then again Mitch McConnell is the majority leader.
When Harry Reid allows him to be.
Why the hell is the idiot Mitch McConnell doing it under budget reconciliation...and thus only require a simple majority vote (51 votes) instead of a supermajority (60 votes) for closure?
Correction: Why the hell is the idiot Mitch McConnell NOT doing it under budget reconciliation.
So it actually passed BUT FOR the artificial and contrived 60 vote limit implemented for cloture.
Cloture: a term translated as “gop favorite excuse for failure.”
Because he’s a total RINO failure! He needs to go now!!
Damn, I wish the Republican Senate “leadership” would invoke the Reid Rule, abolish the filibuster, and be done with it.
It was called the “nuclear option” for a reason. Reid dropped the first nuke. The correct response was to nuke the Democrats into irrelevance. Instead, McConnell is too worried about what the Democrats will do if they retake control of the Senate.
It doesn’t matter what the Republicans do or don’t do while they are in control. Whenever the Democrats retake control of the Senate they will do whatever it takes to roll over the Republicans.
The democraps did the same thing to the military during the VietNam War. Defunded and the commies took over the south.
We lost a lot of men and women because of the lackluster attitude of the democrap party.
Oh nooooowse! Now what are we going to do? Nobody saw this comming. Now REPUBLICANS have automatically shut down the government again, already.... UNLESS......
(what was it Obama wanted again?)
I, for one, am shocked that the Senate DEMOCRATS blocked an already bloated budget because they so eagerly want black babies aborted in droves. It’s so compassionate of them.
I don’t think either a Trump Administration or a Cruz Administration would put up with any of this crap. The should both issue a warning to McConnell that he is hone the moment either of them is elected president.
Gee. We don’t know.
Maybe much more money for “green energy” fuels that are three times as expensive as their conventional - but superior! - fossil fuels? Billions more for republican-congressional district plants building 1.5 billion dollar airplanes and 100 billion dollar warships?
That made me laugh out loud...
All I see are arguments over whether there should be confetti and balloons at Obamas next press conference
Don’t be glum chum. The lesser evil brigade got the liberalism they voted FOR.
The fact these spending bills are being voted on so close to the beginning of the year is a travesty. With control of both houses, the GOP should have been able to pass the spending bills 2-3 months ago. Obama would have already vetoed them and he would look like the one trying to shut down the government. Instead, the GOP will be blamed when Obama casts veto in a few days. The bills will go back to Congress with more demands from Obama. Then the final cave by the GOP.
But McConnell is too much a weakling to do what Harry Reid did. All this vote really needed was 51 Republican votes, and the Democrats could get used to the idea of nothing that they did ever mattering.
McConnell is the pasty faced little fat boy that nobody wants on their team.
