The fact these spending bills are being voted on so close to the beginning of the year is a travesty. With control of both houses, the GOP should have been able to pass the spending bills 2-3 months ago. Obama would have already vetoed them and he would look like the one trying to shut down the government. Instead, the GOP will be blamed when Obama casts veto in a few days. The bills will go back to Congress with more demands from Obama. Then the final cave by the GOP.
It’s by design. If they reconciled the budget months ago the would be no need for a CR hence no slush fund, no Obama dictatorship.
