He’s probably one of these quisling virtual high tech proponents for and electronic fence that doesn’t offend anyone.
That was tried already. Boeing got a super huge contract for the electronic miracle and effed it up. Shakey towers, radars that couldn’t detect dismounts and the whole nine yards. Just one big boondoggle.

... its the least effective... Well, not really. The current policy of totally ignoring the masses flooding across our boarder is the least effective. I still like the idea of towers every two miles (less expensive) with a Marine sniper in each with orders to "Shoot to wound". They are then tattooed with a big "I" on their forehead and returned home. If a Marine sees a target with an "I" on their forehead, the Rules of Engagement instantly change.

I believe (and I hope) that his point is that a full wall at all points is not necessary. The geography, geology, and topology can make it expensive and ineffective in some places... most likely where it either isn’t necessary, or it can (and should) be protected in other ways (that would be more efficient and less expensive in those locations). The story reads to me like a headline writer is looking to drum up some emotional responses... and from the replies here so far, it’s looking like he succeeded.
