I think the spine issue was pre-existing and I doubt it is reasonable to expect the city anywhere to be liable while arresting people to know all their past medical conditions.
Gray was not running around in a neck brace.
What was his toxicology.
There were reports the other prisoner reported Gray bouncing himself around the other compartment of the vehicle (until the story got nationwide and black race centered).
We know the prosecutor was ridiculous in overcharging people. We know the prosecutor should be brought up for the defense since she was the one ordering sweeps on the very corner Gray got arrested on.

They should take $6.4 million out of that for all the harm the thug cause people from the drugs he sold. Also, all his court cost, court appointed attorneys, cost to arrest, cost of jail, etc., should be deducted too.
