Obama administration unveiled new rules Wednesday to rid the country of racially segregated neighborhoods by directing cities and towns to set goals for reducing segregation, and then regularly report their progress to the feds.
Communities nationwide will be given a series of questions designed to help them figure out whether racial bias is causing segregated neighborhoods, racial or ethnically concentrated areas of poverty, unequal access to opportunity or disproportionate housing needs in their jurisdiction. They will be required to set goals related to that data and publicly report on their progress every three to five years.
The Department of Housing and Urban Development rule is intended to prod communities to meet fair housing standards established in the Fair Housing Act of 1986, by making previously unavailable or unreliable data accessible to the public, which could then use the data as an impetus for change...

The government can not dictate who lives where.
The patriarch of our town’s black family said that when they were in the city, hardly a neighbor didn’t have a son or daughter in prison, dealing drugs, turning tricks or dead from violence.
He says that people were a little stand offish here at first but it wasn’t about race so much as how we are toward all strangers. Today they’re just locals.
They’re both remarkable places- breathtaking. But they creep me out, too. I can’t shake the feeling something really bad is going to happen there (like some physical catastrophe). I don’t know why.
It is about economic integration also in the sense that clusters of urban blacks no longer have anyone to pay the bills; taxpayers (both individual & corporate) have fled before the clouds of locusts, and as state coffers dry up there is nothing left for services.
Like the Quartering Act leading up to the Revolutionary War (in which colonists had to house British troops), this is a means to affix a parasitic population on a productive host - across the whole country.
Hereabouts, I can predict -- almost to the meter -- where there will be a dense, almost 100% homogenous, self-segregated massing of the group who complains the most about "racism".

You will probably lose the tort as well, as a landlord would for refusal to rent to a first offer minority is racial discrimination, refusal to sell will likely be treated the same.

You are correct, and this is exactly the method used to require that mortgage loans be given to unqualified buyers.

I am perplexed by all this. How does it work? If he moves the poor blacks out of the inner city ghettos, what will happen to those areas? Is he going to make whites move into the ghettos?
