SAN FRANCISCO (KPIX 5) — San Francisco Sheriff’s deputies have been making secret phone calls for years to help the Feds get illegal immigrants like murder suspect Francisco Sanchez, off the streets. Francisco Sanchez (San Francisco Police Dept.)
One former cop said it happened all the time because they “resented” the city’s so-called ‘sanctuary policy‘ and they wanted to get illegal immigrant criminals off the streets. Then, Sheriff Ross Mirkarimi got wind of it.
KPIX 5 obtained the memo Sheriff Mirkarimi sent to his deputies in March spelling out that he, and only he, can turn over illegal immigrants to Immigration Customs Enforcement (ICE).
He sent the memo to all sworn personnel. It basically told them to stop going rogue.

Unless an entity is trying to enforce the Federal immigration law, then the Feds claim jurisdiction. So immigration law can remain, unenforced.

Mirkarimi was elected sheriff in November 2011. He served from January to March 2012, at which time he was charged with domestic violence battery, child endangerment, and dissuading a witness in connection with a December 31, 2011 New Year's Eve altercation with his wife, and Mayor Ed Lee suspended him from office pending an ethics investigation.[2] Mirkarimi pleaded guilty to one count of misdemeanor false imprisonment.[3] According to the San Francisco city charter, removing a public official for misconduct requires the vote of nine of eleven supervisors; only seven supervisors voted to remove Mirkarimi from his office and he was reinstated in October 2012.[4][5]

In a way, it is.
If Bush had done as I expected any patriotic President to do immediately after 9/11, as Ike did in the ‘50’s, seal the border with troops, start a sweep from north to south “encouraging” more to leave than you have to physically deport, followed by implementation of a visa system that alerts us if someone does not leave so we can find them and escort them out.
If that had been done, we would not have Obama or his destruction.
