Yes, though the publicity of the hoaxes possibly inspires copycats. I remember silliness started after 1995 OKC bombing - blocks closed off here (Pittsburgh PA) for small, unattended boxes or briefcases, powdered sugar, pepper spray clouds etc. Just idiocy. I don’t know what the answer is though.

Well, it looks like this was a complete false alarm, but it brings to mind the 2013 mass shooting where 12 people were killed. The shooter was black so the incident has been consigned to the memory hole, unlike the current hysteria over the Confederate flag and the white shooter of 9 black church members.
