House Rejects Trade Bill, Rebuffing Obama’s Dramatic Appeal
New York Times ^ | June 12, 2015 | Jonathan Weissman

House Democrats rebuffed a dramatic personal appeal from President Obama on Friday, torpedoing his ambitious push to expand his trade negotiating power — and, quite likely, his chance to secure a legacy-defining trade accord spanning the Pacific Ocean.

This gets more confusing. Just heard a radio explanation saying the Senate ‘linked’ those three bills, so the House’s voting down one of them “doesn’t count”.

Does not make any sense to you with your DC experience? Any chance the House would have to repass all three?

Ted Cruz on Hugh Hewitt

HH: Let’s take that opportunity, then, to go and talk about free trade. TPA, TPP, Export-Import Bank, Senator Cruz, for clarity’s sake, can you quickly give us an overview of where you are on those three issues as there’s quite a lot of confusion among conservative voters as to where different people are and why on each of those three issues?

TC: Sure. There is a lot of confusion, and there’s unfortunately a lot of misinformation that you can get on the internet, that people are confused. So let’s explain what each of those three are. TPA is trade promotion authority. That’s also known as fast track. That is the process through which free trade agreements are negotiated. Historically since FDR, virtually every president has had fast track authority. What fast track provides is simply if a free trade agreement is negotiated, the Congress will vote on it up or down without amendment. And history has demonstrated for the last 80 years that the only way to get free trade agreements adopted is to have fast track, that if there is no fast track, free trade agreements do not end up being negotiated. TPA is what the Senate voted on recently. I voted in favor of fast track, because I support free trade. I think free trade benefits America, it creates jobs, opening markets to our farmers, to our ranchers, to our manufacturers, improves economic growth. In Texas alone, roughly three million jobs depend upon international trade. And if you support free trade, the only way history has shown free trade agreements get negotiated is with fast track. Now there is a second issue that’s caused a great deal of confusion, and that is TPP.

HH: Trans-Pacific Partnership.

TC: Correct, and that is one specific trade deal that is currently being negotiated. It is separate from TPA. Congress has not voted on TPP. And there’s a great deal of concern about TPP. Now I have not voted on TPP, and I haven’t decided if I will support it or not, because the negotiation isn’t complete. And I’m going to wait and review and see what the agreement is first before assessing if it would be beneficial or harmful.

HH: And you were against Export-Import, and I told people that, and we disagree on that. But I just wanted people to understand you were yes on TPA, undecided on TPP, no on Export-Import.

Evidently, you have to pass all three before it can go to the Senate. The only one that fail was TAA, which is some sort of displaced workers retraining that unions wanted. If the Trade Bill wasn't going to cost American jobs, then they wouldn't need this workers retraining. It's just another way to spend taxpayer's money, since there will not be any jobs when the workers are retrained.

Since they are going to bring TAA back up for a vote on Monday, they haven't finished sticking it to the American people. Just drawing it out till we give up.

Yes. I am with you 100%. I view both of them a good guys to support...but lately, even Walker has gotten a bit wishy washy.

I wont’ agree with someone 100%. I didn’t agree with Reagan 100%. I also don’t consider Cruz a sellout or traitor. I choose to look at his whole career as opposed to what the trolls post.

Cruz has explained his positions in all important areas including, in detail, the TPA trade bill and the secret TPP bill. Regarding the TPP secret bill, he says it should not have been secret but it will be public for 60 days before they vote on it. That info. is at the approximate 55/56 minute point in his speech in New Hampshire on June 1, 2015..

I urge everyone to listen to his very long speech and answering audience questions. You will know exactly where he stands on every important issue. Here is the link:

https://www.youtube.com/watch?v=sznh5AjageI&feature=youtu.be

Be an informed voter and listen to what Cruz actually says instead of believing whatever someone else says about his position on important issues.

Just remember the Dirty tricks Boehner and McCarthy pulled last year on the Cromulus bill. They lied to their Members to get a vote then screwed them and us!

http://www.nationalreview.com/corner/394531/gop-rep-house-leaders-made-false-promise-get-my-crucial-vote-joel-gehrke

Representative Marlin Stutzman (R., Ind.) accused House Republican leadership of reneging on a deal made with him to get his support on a crucial procedural vote that almost killed the $1.1 trillion cromnibus funding bill. “I was very surprised and even more disappointed to see the cromnibus back on the floor,” Stutzman said in a Thursday evening statement. “The American people deserve better.” Stutzman was one of the last Republicans to cast his ballot in favor of a rule allowing the House to vote on the cromnibus. National Review Online reported that Stutzman backed the rule at the last minute after leadership told him that they would pull the bill, once the rule was passed, and replace it with a short-term continuing resolution favored by rank-and-file conservatives. With the last-minute help of Stutzman and outgoing representative Kerry Bentivolio (R., Mich.), leadership won the vote 214–212...

I think we ALL should forward that to our Congresscritters as a reminder of the Leadership and their tactics.

No, it isn’t. Every trade deal would be voted up or down by the congress.

“So where is the House roll call vote on TPP?”

It hasn’t been voted on - has to be posted publically for 60 days before vote can be taken - at least it is that way in the senate for this bill so it can’t pass the senate until those 60 days have gone by.

I totally agree with your Post. As horrible as it reads, I’ll bet that is EXACTLY what is going to happen in the near future, much to the countries dismay and ultimate horror, when they finally realize what has happened and all is revealed.

Before the “secret” bill can be voted on, it has to be public for 60 days. That is explained by Cruz in this speech:

And you're falling for oldest trick in the book in politics. Obama supports TPA, to make it toxic for anyone on the Right to support it. That gets the measure killed. Obama's supporting it falsely, to create the very divide on the Right that is happening now.

You say you don't trust Congress? Yeah you just trusted them to kill the bill. So you trusted them somehow. Pelosi, Reid, Schumer. All those radicals. You just trusted them. Without TPA now, we won't ever see what is in TPP.

TPA is a transparency bill. The TPA is a regular domestic law applied to foreign trade deals. The president does not have to make any trade deal public. And Congress cannot make a trade deal public if the president objects. Congress can change that rule. And that is what TPA attempts to do. And Constitutionally speaking (read it), a filibuster is not allowed on trade deals and treaties.

But you obviously didn't hear Ted's interview. Its not giving him more power. Congress can still reject it and revoke fast track if they don't want the bill. The vote does lower down, but it also brings in the House to vote as well. Ted explains exactly why and where the Constitution dictates this. The House should have a say when revenue generation is involved, and tariffs are just that. This lowers the Senate vote but includes the House of Representatives. That actually is bringing more input. The House represents the people's voice.

What the TPA debate shows us
