California governor pitches amnesty on traffic debt for poor

Calling California’s traffic court system a “hellhole of desperation” for the poor, Gov. Jerry Brown is proposing an amnesty program for residents who can’t afford to pay off spiraling fines and penalties that have resulted in 4.8 million driver’s license suspensions since 2006.

Just make the fines based on percent of income. Around here a speeding ticket equals 1-1/2 days income for the average citizen. Make the sting equal across the board.

So, given that some have no income, the result might be construed as getting a ticket results in the award of 1.5 days of an anti-fine.

Get a ticket and receive a $120 payment from the court which is a traffic fine credit

(minimum wage $10 * 8 = 80 * 1.5 = $120)

No, we’d have to base it on welfare received or income of whoever supports the driver.

You might want to look at Finland (IIRC) where they do this. Results in $100,000 traffic tickets and police target the well-to-do. We do NOT want to enable any form of means-testing. Do we want what we pay for anything to be based on our income or net worth? I am certain we don’t.

First he gives drivers licenses to illegal aliens, with no requirement to be able to read english, then he tells them they don’t need to pay fines for violating traffic laws.....

In this case I disagree. A fine is superpose to be a punishment. It makes sense that everybody be punished the same...

It’s hard to argue that a $200 fine to a poor person is the same as a $200 fine to a millionaire.

CA has an interesting system of escalating fines. When I lived there I bought a utility trailer. It cost around $200. It was $25 to register it every year. I used it for a move and then put it away and forgot about it. Because I didn’t send in a change of address on it I never received a renewal notice. About five years later a friend needed a trailer and I offered mine. I went to the DMV to get the license current. Because I hadn’t filed a form stating it was no longer in use they assumed I had used it for five years illegally. With back registration plus fines it would cost $840 to renew, for a $200 trailer. It went back in the garage until we left the state. $10 in the new state.

TRANSLATION: Various impoverished illiterate third worlders are racking up huge fines, lots of them and they don’t want to pay jack shyte!!! You stupid whitey pay this stuff and taxes but not us legal and illegal dumbass immigrants

You have that right. Plus California used to have lots of drunk driving check points  Most are gone due to too many Hispanics getting their automobiles impounded. As long as it was white guys getting zinged say in 1990 before the huge Mexican-Hispanic invasion no one was sympathetic to those who advanced libertarian arguments against these drunk driving check point. No one cared when white guys were forced to pay out roughly $15,000 for fines, lawyers and mandatory anti-drunk driving classes

The push by the Democratic governor spotlights concern among lawmakers and court administrators that California’s justice system is profiting off minorities and low-income residents. It’s a civil rights issue that has prompted discussions between the Brown administration and the U.S. Department of Justice, according to the governor’s spokesman, Evan Westrup.

It’s not clear if the Justice Department has launched an inquiry into California’s court system. The department did not return requests for comment. Westrup declined to provide details on the meetings with federal officials.

Under Brown’s plan, drivers with lesser infractions would pay half of what they owe, and administrative fees would be slashed from $300 to $50.

Here in the Coachella Valley, hispanics very rarely get ticketed; the po-lice know the citations will be ignored. Whitey in a Lexus is another matter, fershur.

Actually, in California, a red-light camera ticket is $500. The majority of cities with all the cameras are in low-income areas, like Santa Ana. That city has red light cameras at almost every intersection. Santa Ana is basically a low-income area. What they have done is an outrage. The tickets are probably a month’s rent. This is not right, I don’t care who you are, they are preying on those who can’t fight back.
