Just make the fines based on percent of income. Around here a speeding ticket equals 1-1/2 days income for the average citizen. Make the sting equal across the board.

First he gives drivers licenses to illegal aliens, with no requirement to be able to read english, then he tells them they don’t need to pay fines for violating traffic laws.....
CA has an interesting system of escalating fines. When I lived there I bought a utility trailer. It cost around $200. It was $25 to register it every year. I used it for a move and then put it away and forgot about it. Because I didn’t send in a change of address on it I never received a renewal notice. About five years later a friend needed a trailer and I offered mine. I went to the DMV to get the license current. Because I hadn’t filed a form stating it was no longer in use they assumed I had used it for five years illegally. With back registration plus fines it would cost $840 to renew, for a $200 trailer. It went back in the garage until we left the state. $10 in the new state.
