KNBC reported that the man -- identified by authorities as Francis Pusok -- appeared to be kicked 17 times, punched 37 times and hit with a baton four times. Pusok was later hospitalized, KNBC reported, citing authorities.
"The video surrounding this arrest is disturbing and I have ordered an internal investigation be conducted immediately," McMahon said in a statement.
The ACLU of Southern California issued a statement Friday saying that it was "deeply troubled" by the images.
"While we applaud Sheriff John McMahon's prompt decision to investigate the disturbing actions of his deputies, we believe more is needed," the organization said. "Too often the department has failed to address questions, including those raised by the ACLU SoCal, about use of force and Taser policies."

The first two guys should be shot, the rest went “Herd” and should be fired...
You left the part where the horse kicked the deputy.
1) This is paid administrative leave.
2) None of these "police" will ever be individually liable.
3) No restitution will be made to the victim's family.
4) If any are fired, they will go back to work as a cop in another town, to use the power of the State to beat down other citizens, or kill them.
I didn’t see that on the video.
But did notice that the horse stuck around and watched — seemed to be waiting for the suspect to ride him back the barn.
I think he stole the pony...Either way no one deserves this not even Harry Reid..Well I take that back.
To be honest, when I looked at the video, I expected it to be a whole lot worse. Oh yes! It was bad, all those gratuitous free kicks and smacks against the head, yes, that was not necessary. Still, I don’t think it compares with some other recent scenes of cop violence. The difference here is the herd, mob or hive type behavior. This is one of the reasons as a boy, I was warned to never run from either police or dogs, as it brings out the predator in each of them.
As there is no mention, I assume he man is white. Which is a good thing. Shows that cops can be equal opportunity monsters.
It was on the report of injuries to the deputies.
They forgot to mention that he was unarmed too!

Lets see here. That equals 58 times the guy had to be told to "QUIT RESISTING!" Gee. Ya think he would have listened the first few dozen times he was gettin' an azz-beatin'.
I saw another video of the guy riding. He didn’t look to be very good at it.
A deputy got kicked? I doubt if it was intentional. On the rider’s part that is. The horse on the other hand.....
I got kicked by horse when I was a youngster. That SOB (the horse) did on it on purpose, and with malice aforethought.

While I am by no means a fan of the ACLU, I hope that they stay on this issue like white on rice! It is long past time when the “good old boy” network down at the sheriff’s office pushes this off the table until interest is lost, then does nothing to discipline (fire, charge and try, etc.) any of the miscreants. You can be certain if any of these guys stay on as deputies, they will do it again!
He stole the horse after running from his house where the sheriffs were serving a search warrant for identity theft. The was heading out to them there hills on horseback being chased by off road vehicles and a helicopter.
The police flew over the horse about ten feet above scaring the and making buck the rider off.
