In Russia, in the days of newspapers, not supplying toilet paper to the people served a purpose.
Since the government controlled the newspapers, not only did they sell better, but they got read better, sitting in the john would lead even non-readers to absorb a lot of propaganda and state fed information, articles, and headlines.
