I think Obama actually believes the things he says. It's more likely he's psychotic - that is, classically so (ICD-10: F20-F29). The definition of psychosis is "a mental state often described as involving a 'loss of contact with reality'". Psychotics can also evidence an inability to think in a logical manner, which would explain his tendency to say so many contradictory things.
The true pathological liar, the one who intends to deceive, is the power behind the scenes, the one who tells him what to say: ValJar.

Why is Obama being singled out when so many “leaders” in DC are liars? Most of the politicians in DC will undoubtedly say anything to make sure that they get their fair share of the tsunami of unconstitutional taxes going through DC.
