One of the finest examples of impressively polysyllabic bureaucratese gobbledygook I have seen in a while. Funny, with Selma, all the Rosa Parks stuff going on that segregation is seen as the key to honesty and productivity... when those who saw the negative impacts of integration on all but the most gerrymandered school districts were shouted down as "racist" for pointing that out.
If you want education--real learning, not just warehouses for the worker bees' offspring--remove the distractions of race and gender and teach something solid. As for sexuality, well, people will figure that out.

When I was in high school in 1973, we all were called to the gym for an assembly. When we got there we were separated by race, whites on one side of the gym, and Hispanics (Chicanos is what they wanted to be called back then) on the other. Then Cesar Chavez got up and gave us a speech about supporting migrant farm workers and boycotting lettuce. No kidding! We all sat there thinking “What the hell?”
I’m sure the all-black participants at this racist event spent most of their time abhorring black-on-black crime. (S)
