“...where stopping the pipeline will finally put the onus on him and him alone.”
This is critical. He can’t say he’s still thinking about it. And he can’t vote “present”.
He is forced to show his allegiances for the world to see.

Put a sweetener in his mouth. In the Keystone XL pipeline bill, include a per barrel federal tax for the transmission of foreign oil destined for foreign shipment which goes thru American territory to market.
That would incentivize refining it domestically and not exporting it. It also would answer the long term jobs question.
Think like a liberal. If it moves, tax it. If it still moves regulate it. If it isn't moving, subsidize it.

Big difference between the Keystone XL and Obama’s public works projects: Keystone doesn’t involve any taxpayer money.

Most of the Bakken crude is now carried to market via far more dangerous shipments by BNSF Railway Co., which has more than 1,000 miles of tracks in the region. BNSF was bought by Obama's favorite one-percenter, Warren Buffett, in 2010.

Bury this idiot with paper and when he vetoes each piece of legislation have a press conference to beat him over the head with it.

"'Let's set our sights above a single pipeline,"
Good idea. Build as many pipelines as required.

You know, there were no permenant jobs involved when I built my house. Should we stop people from building homes because of that?
