That would incentivize refining it domestically and not exporting it. It also would answer the long term jobs question.
Think like a liberal. If it moves, tax it. If it still moves regulate it. If it isn't moving, subsidize it.
Good idea. Two things I would add. One, the oil destined for foreign markets would go on American flag ships.
Second, somewhere in the Bill I would insert the words “shovel ready”.

If it moves, offer it "protection." If it still moves, kill it. If it isn't moving, show it to the next one as a warning.

Yes, lets kill the manufacturing industry and increase the trade deficit. Don’t you see that, even if it is true that the Keystone oil is destined to be MANUFACTURED into gasoline in United States refineries, creating great MANUFACTURING jobs, something every politician says they would like to see more of, and the finished product is then EXPORTED to another country, decreasing our trade deficit, which is another thing people say they would like to see more of in this country, increased EXPORTS. Lets make stuff and sell it to other countries. What’s wrong with that?
Stop trying to grow the Federal Governments manipulation of private industry. We need to shrink and starve the beast, not feed it more and make it grow.
