If I was the Japanese PM, I would announce that the $200 million that ISIS demanded would be available to anyone who brought the heads of Jihad John and 19 other ISIS bigwigs (list of names / photos) to the Japanese embassy in Baghdad, in a sack. Subject to DNA verification but no questions asked.
That should liven up the party a little bit.

I wonder if half the problems with relationships the Japanese have is because they have no military that does anything. I wonder though, what it would be like of the Japanese were to be able to restructure their constitution to have a solid military that would respond to acts of terrorism.

I dunno.
The Japanese could somehow have soldiers via hiring Japanese citizens, paying them, having them under uniform, but still not be classified as an official military. I believe it would circumvent the restrictions while at the same time, enabling the Japanese to retaliate in full.
I should suggest this to someone.
