More than a decade ago, Congress ordered states to figure out a way to distribute qualified teachers fairly, so low-income and minority children werent so often stuck with inexperienced and unlicensed educators. As it turns out, theyve done a lousy job. cut The data in the new Educator Equity Profiles come from the 2011-12 school year. States are supposed to use them to draw up new strategies for distributing teachers fairly; those plans are due to the Education Department by June 1. The department has created an Equitable Access Support Network to help states with the process.

“Quality teachers” want to work with students who actually want to learn.
Teachers are 10 percent of the equation. The other 90 percent comes from the parents and kids. The left will never admit that Asian and White parents and kids spend 10 times the amount of preparation outside the classroom that blacks spend.
The situation would be a heck of a lot better if the locals weren't destroying their own neighborhoods... either in a couple of weeks of rampaging riots or years and years of drugs, violence, single parent families,....
But it sure might be fun when some of these "excellent" teachers get to deal with inner city education!

If a student refuses to do the work, learning cannot happen.
If a student _wants_ to learn, learning cannot be stopped.
The free market shouldn’t be at play or anything....
So teachers should shun higher pay in the more affluent districts and put their lives at risk commuting to the hood every day. Gotcha, Democrats.
And it is even more of a problem these days. My son spends a lot more time on homework than I ever did. Maybe 5x and close to my hours in college.
There is so much more to learn now and if you are not engaged and on top of it, you very quickly get left behind.
I'd say it's more like 25 percent, but you're on the right track.
As a veteran urban school teacher, I have some experience with this topic. Here's what happens when you put actual "quality teachers" in hell-hole schools: Students who fight continue to fight. Students who cut class continue to cut class. Students who don't study continue not to study.
So test scores remain low. Then the administrators declare that those quality teachers were incompetent, and not quality teachers at all. Some will be fired. Some will move on to better school districts. Some will just hunker down and continue to try to do their best.
As a side note, there is a solution to all this. I have taught in some pretty bad schools. In even the worst ones most of the kids were good. They really did want to learn. If only the administrators had the courage to permanently remove the chronic disruptors, scores would go up.
That is the real “white privilege.” An intact family that cares about you and your future.
Sounds like an “Equal Protection” clause issue to me. Gubbmint should not be allowed to tell you where and for whom you work.
Yep. Our private school pays 10% less than the public system and has a waiting list of quality teachers anxious to get on there.
Teachers don't want to baby sit disruptive delinquents that have no parental expectations and zero desire to learn.
Quite often, there is actually a premium paid to work at the crappy schools. Quality teachers are smart enough to know that they'd rather take less money and have a conducive work environment.
I spend a lot of time in classrooms. Disruptive students should be sent out of the classroom. They try the patience of the best of teachers. They try my patience. Lol. They need one on one attention from anyone willing to put in the time. It is obvious in many cases that no one at home is giving that attention. In many cases they need male attention. I think there are two male teachers at our area elementary, and they teach PE. The principals are both female. Bad boys need male role models. Good luck finding any willing to go to a classroom.
I would put another way.
If you a quality teacher you have just become a slave to the state. Not only will the state set your salary but will also assign you to a school. I wonder when the state will assign a penalty (aka tax) to punish quality teachers for not wanting to work at the local warehouse for disadvantaged children, aka local public school #.
Please note those who are making this rule will never ever sent their children or grandchildren to the local warehouse for disadvantaged children, aka local public school #.
Mr. Fege is beginning to mess with the property taxes of all cities to push his "social engineering" ... a clever ploy for the Feds to invade further into your private property. Beware!
The majority of students also desire to learn.
Unfortunately, the disruptive, whether at school, in religion, or in a social group demand to be heard, and we have been conditioned to listen.
However, when the west dies, their voice will be extinguished forever!
Offer quality teachers “Hazardous Duty Pay” to teach in low-income neighborhoods!
Senority...senority..senority. The senior teachers pick their schools. Does anyone think they will actually pick a living hell hole over a modern school on purpose.
