Rape and Sexual Assault Victimization Among College-Age Females, 1995–2013

For the period 1995–2013, females ages 18 to 24 had the highest rate of rape and sexual assault victimizations compared to females in all other age groups. Within the 18 to 24 age group, victims could be identified as students enrolled in a college, university, trade school or vocational school or as nonstudents. Among student victims, 20% of rape and sexual assault victimizations were reported to police, compared to 32% reported among nonstudent victims ages 18 to 24.

Figure 2 shows that rape rates have halved in the last fifteen years. Halved.

Yet they claim that the chane is not statistically significant.

Garbage in = garbage out...

Is this the study in which the interviewer was allowed to determine a state of “rape”, even though the respondent didn’t mention the word?

If I recall, respondents who had morning after regrets were deemed to have been raped

"The NISVS uses a broader definition of sexual violence, which specifically mentions incidents in which the victim was unable to provide consent due to drug or alcohol use; forced to penetrate another person; or coerced to engage in sexual contact (including nonphysical pressure to engage in sex) unwanted sexual contact (including forcible kissing, fondling, or grabbing); and noncontact unwanted sexual experiences that do not involve physical contact."

This is one of the rare times when Whoopi Goldberg's "rape-rape" distinction is valid. Getting drunk and having sex is not rape by any reasonable definition. The "noncontact unwanted sexual experiences that do not involve physical contact" may be harassment, but they are not rape. Giving in to sex because of nonphysical pressure that is not threatening is not rape. When you mix rape-rape in with nonsense, the result is a meaningless report. Rape is being drugged by someone else or forced by someone else, not being kissed unexpectedly.

Notice the huge discrepancy the gloss over between the different methods of defining rape.

They are a huge, huge number over the actual FBI rape numbers.

Note that the FBI jas implemented a new rape definition. This is pumping their numbers up too.

The current EXTREME definition at DOJ,

“WHAT IS SEXUAL ASSAULT?

Sexual assault is any type of sexual contact or behavior that occurs without the explicit consent of the recipient. Falling under the definition of sexual assault are sexual activities as forced sexual intercourse, forcible sodomy, child molestation, incest, fondling, and attempted rape.”

Consent is no longer sufficient. You now need EXPLICIT consent.

Survey context and scope. The [Bureau of Justice Statistics’ (BJS) National Crime Victimization Survey (NCVS)] is presented as a survey about crime, while the [National Intimate Partner and Sexual Violence Survey (NISVS) and the Campus Sexual Assault Study (CSA)] are presented as surveys about public health. The NISVS and CSA collect data on incidents of unwanted sexual contact that may not rise to a level of criminal behavior, and respondents may not report incidents to the NCVS that they do not consider to be criminal.

The problem with some surveys is illustrated by this example NCVS from the 1980s (below) containing a reference to the problem and information about how the U.S. Dept. of Justice National Crime Victimization Survey (NCVS) works.

It explains why sexual assault data are so controversial -- back when NCVS Table 42 was included that showed interracial crimes there were several years when the survey showed zero white-on-black sexual assaults while black-on-white sexual assaults were numerous. Basically there were not enough data to get totally accurate statistics and the NCVS clearly stated that. Apparently the Obama-Holder Dept. of Just Us stopped making the interracial crimes data public in 2009.

The following is from the 1980s NCVS..

"In the course of twice-a-year interviews conducted with more than 125,000 people each year in the National Crime Survey, only about 100 cases of rape or attempted rape are reported. When the sample is compared to the size of the general population, it is estimated that each reported incident represents about 1,200 rapes or rape attempts that took place across the country. Nevertheless, 100 cases are too few for detailed statistical analysis. To obtain enough information for a detailed examination of the crime of rape, all cases of female rape reported in the National Crime Survey from 1973 through 1982 were aggregated into a single data set. The set consists of 1,082 cases representing a national total of 1.5 million instances of rape or attempted rape during the decade."
