It’s not unusual for a tombstone to take a long time, though.
It took months before our son’s headstone was completed and in place. It takes time.

I think it’s way, way too early to be scolding anyone for the lack of a grave stone. Pretty sure my son’s gravestone wasn’t up within 100 days, and it wasn’t for lack of wanting one.
Also, I think we should let people grieve in their own way. The grave beside my son’s didn’t have a stone for literally years — but people left toys and flowers more regularly than we did for ours, and they grew flowers there and otherwise tended that grave faithfully. Other, more neglected, graves went even longer, but when the gravestone finally went up, it was a snazzy dazzy super pricey one. And some separated parents (never married, divorced, whatever) can’t agree on the stone, even if they both want one, which can delay things considerable.
I think parents who’ve lost a child are more likely to delay stones than families who’ve lost someone elderly, because parents are more into denial. Getting the gravestone can have a finality and acceptance to it for some people. And it’s a “late in the grieving process” thing for many — sudden death takes longer to process.
