Gives the Senate and the House ways to try to stop 0bama. Senate can stop ALL nominations and House can fund only what it wants.

Re funding issues - Cruz’s argument is that if, for example, the House and Senate both fully fund DHS but the president vetoes it, the consequence is the fault of the president.

Cruz is right... He is throwing down a challenge to McConnell - block all nominations, be they judicial or otherwise. Pass piecemeal spending bills for specific departments. If Obama wants to shut the government down, it’s his call.
