What’s surprising is that anyone is shocked by his comments! His conclusions are intuitively obvious to even the casual observer. Throw in a couple of PP founder M Sanger quotes, and it looks more like an intentional policy decision, rather than a collateral “benefit”.
Where to start? Let's see .. immigration problem ... illegal immigrants still committing lots of crimes - in fact, just doing the crimes natural born citizens aren't available to do because they've already been murdered by their mothers ...

Very seriously are not this man's statements the smoking gun we've been looking for?
Herr Gruber is obviously a follower of Margaret Sanger, mother of Planned Parenthood, who considered Blacks an inferior race. More Black babies have been incinerated by the abortionists than any other race. Gruber brags about government efficiency, much as Hitler did in solving “the Jewish problem.”
I think this was a chapter topic in one of the Freakecomics books. In a pure economic sense, removing any moral/ethical issues, it makes sense.
