Graciela Iniguez guesses she has spent $12,000 on traffic tickets and vehicle impound fees since she started driving 20 years ago.
As an undocumented immigrant from Jalisco, Mexico, Iniguez drives without a license. But that's soon to change.
Starting Jan. 1, California residents who can't prove they are in United States legally will be allowed to obtain driver's licenses under Assembly Bill 60, which Gov. Jerry Brown signed into law last year.
"This law is going to benefit us so much," she said. "Thank God, now we won't have to be afraid to drive."
"Unfortunately, it's not a privilege to have a car it's a necessity," she said. "If you don't have a car, you don't go to work."
The Department of Motor Vehicles estimates that around 1.5 million immigrants will end up with the new licenses, which will cost $33 each.

As a licensed driver she would have spent far more than $12k on car insurance over 20 years.
Sounds like a rational economic decision. Why would the “undocumented” seek to become “documented”? They are far better off undocumented.

I seriously doubt that. They have no desire to be taxpayers and accountable residents. With ID, you become accountable.
I would say it’s likely they’ll get 10% of that number.
The only exception is if they predicate receiving welfare benefits on presenting a license - in which case they’ll get 10 times that number and each illegal will apply for benefits 10 times.

the answer is simple, we make Insurance Attached to the DRIVER, No Insurance, License automatically Suspended. Get in an accident without insurance, straight to JAIL 5 years. Just Like my Pilot License is useless without a VALID Medical Certificate. And trust me flying without and getting caught will get you JAIL TIME.
And not one dime for auto insurance.

Well not exactly in fact you bring up a very valid point. Consider that the drivers license now acts as a valid medical where light sport flying is concerned, and if you think driving with no insurance is bad, how about flying with none.
Yeah I wasn’t considering recreational or sport pilot licenses, Hell I might not need my medical soon if Congress gets it’s way. But you can bet your ass I have my plane fully insured.
Either way if we attach Insurance Requirements to the “Validity” of a “Privilege” to drive, and make it a SEVERE PENALTY to go without insurance, say 5 years and a FELONY CONVICTION for ANY OFFENSE committed without Valid Insurance the game is over.
I would even go 1 step further, since it is then a STATE Responsibility to verify Insurance Requirements of an Individual, the Public Employees of the State as a whole should be Personally Responsible for any Uninsured Damages to any Citizen. We can take the money right out of their paycheck every week.
