More than likely yes. Most corporate and political figures are engaged in corrupt practices for a whole before they actually get caught. Based on such a timeline, it’s incredibly likely that he was involved in crooked practices before Katrina happened.

Maybe Nagin’s corruption was a simple ‘mistake’.. we all make mistakes, right? I assume the black community’s putting out that line...
