The VA's defenders insist that the wait-list scandal demonstrates a need for better funding... A private business that fails to live up to its obligations goes out of business and yields its turf to somebody who can live up to the obligations.
A government agency that fails to live up to its obligations can say it's because the stingy taxpayers haven't given it enough money. And it can demand more and more money each year while it continues to fail. Forever.
