A pardon can only be given after a conviction. And he cannot wave a magic wand and make them all Citizens.

Exactly! Pardon is for past crimes, not ongoing or future crimes. They could still be deported under existing law, but there would certainly be a court fight with the Left. Who knows where that would go.
He can only pardon people who have been convicted federally.
IF he issued such a statement, it would only be done to cause the illegals to rise up and demand what 0 had illegally promised them. It would have no legal standing.
Not so. Gerald Ford, after assuming the presidency upon Richard Nixon's resignation, pardoned Nixon, and Nixon had not been convicted of any crime.
That act by Ford probably cost him re-election in 1976, putting the odious Jimmy Carter in the oval office.
Still, it was the right thing to do. It saved the nation the disaster that the indictment and trial of Nixon would have been.

You really think mrs bill would disenfranchise all those new demonfrap votors? I think it more likely she will instruct her (in)Justice dept to ignore any legal action attempting to remove them or hinder them from voting for her in the future.
