OK, ONLY the President may have the power to do this and not be bound by the law under a liberal reading of Executive Powers. NO WHERE in Article 2 does it say anything about the Sec of Defense (War) having the same powers of the President. So, Hagel violated the law according to his exhaulted mystic ruler’s latest deflection.

When was Private Bagel sober enough to make a decision of any kind? He was make Sec of Defense for that very reason. Other than the Kenyan fraud he’s the biggest empty suit in Washington.

If Hagel did it, then why would Obama, while in Europe during his G7 summit, say that he would not appologize for doing so and blame everyone else in america for trying to create a scandal?
Seems that when he says he wont apologize, that in itself garners responsibility for this illegal swap. NOW that the heat is on at an epic flame, NOW he wants to blame Hagel. How convenient to pass the buck again.
