DHS Secretary to Congress: 'You Cannot...Micromanage' the Executive Branch

(CNSNews.com) - Congress "needs to be careful not to intrude on the discretion that the Executive Branch should normally have," Homeland Security Secretary Jeh Johnson told the House Judiciary Committee on Thursday.
"You cannot, with all respect, micromanage certain functions that the Executive (Branch) is charged with carrying out."
Johnson was responding to Rep. Trey Gowdy (R-S.C.), who asked him to explain the difference between prosecutorial discretion and "wholesale" failure to enforce the law.

Congress "needs to be careful not to intrude on the discretion that the Executive Branch should normally have," The executive branch should have limited discretion in following the law and their budgets.
By eliminating the omnibus budgets the congress can more precisely define the discretionary limits of the administration.
As it is now the executive and the congress battle over the number of billions and then the executive spends it as they please. The congress has no control other than the hearings they convene with are mostly theater.

Charged by who? The executive branch? This is why things are so topsy-turvy: your boss seems to think he can legislate with EOs.
Also he’s exercising the `power of the purse’ writing huge checks to pet causes, obligating the US to even more Chinese debt, by executive fiat, while giving his wife extensive co-executive powers so that she can impose her views on America.
So your boss, King Obama, has basically coopted a spineless Congress and is micromanaging functions of a coequal branch of government.
And you’re complaining that Congress wants something to do? We wish they were doing something besides kow-towing to the International Kow-towing Man of Mystery!

They can't micromanage the executive branch. BUT, they can easily cut off all of the funding to the executive branch. Unfortunately though, they won't.
The executive branch under obama has amassed so much power by wielding the alphabet soup agencies like a club, and has built up a personal domestic army that is just as powerful as the military, just as he said he would. Now everbody who isn't a part of that free shit-illegal alien-flaming liberal socialist-LIV-jackboot thug cop-alphabet soup agency swat team army is going to be in for a nasty surprise.

(At no time was the Obama administration aware of what the Obama administration was doing)
Congress needs to write the laws to ensure agencies DO NOT have discretionary nor regulatory powers. Well written law, just like a well written Statement of Work for a contract, is a complete set of instructions having taken into account every possible contractors semantics wriggle room, unforeseen circumstance, and unintended consequence.
I know. I’ve been writing statements of work for federal contracts for +30 years for some hefty electronics projects.
