The Internal Revenue Service ruled it will impose a tax penalty on employers of up to $36,500 per worker for dumping employees into the Obamacare exchanges. Businesses on the edge of the "50 employee" limit will start outsourcing some jobs. Low-skill jobs will be handled by a worker-rental place like Labor Ready, rather than by employees. High-skill employees will be shifted to a separate company, and will be "consultants" to their former company. Etc.
