Oleg Tsarev will prepare federal agreement for Donetsk and Lugansk People’s Republics

DONETSK, May 14. /ITAR-TASS/. Oleg Tsarev will prepare a federal agreement for the Donetsk and Lugansk People’s Republics, according toa resolution of the coordinating council of the South-East association that was published on Tuesday.

According to the document, Tsarev will lead a working group that will be tasked to word a draft agreement for a “unification of the self-proclaimed Luganks and Donetsk People’s Republics into a single entity - the Federal Republic of Novorossia.”

Later on, the constitution of the new state and a mechanism for admitting new constituent entities into the would-be federation will be worked out.

The two new Ukrainian states of Donetsk Republic and Lugansk Republic plan to create a federation modeled on the Russian Federation to be called the Federal Republic Of Novorossiya. Provision will be made for admitting new constituent entities into the planned federation in the future.

It recalls the short-lived Soviet republics established in the region in the early 1920s. Events are moving forward over Kiev’s objections. The choice of name for the proposed new federation is not a coincidence.

Historically, what is now eastern Ukraine was known in Czarist times as “New Russia” due to settlement by Russian speakers. It can be seen as an extension of “Old Russia” - present day Russia.

Sowing the seeds for future trouble. I can’t see any more states recognizing this than recognized South Ossetia, and probably less.

It doesn’t really matter - the whole area will become another frozen conflict zone like Transdniestria.

But better that than civil war. Probably the only country to exert influence over the new country would be Russia.

If you’re wanting to alarm the Kiev backers, you’re missing the bigger point: Novorussia isn’t the Donbas! It’s Tsarov’s own region of all of Southern Ukraine, including Dnipropetrovsk Oblast, Zaporizhia Oblast, Mykolaiv Oblast, Kherson Oblast, Odessa Oblast (and Crimea and Donetsk). You and I certainly differ about whether the Donetsk elections legitimately represent Donetsk self-rule, but I’m highly dubious that some of the southern oblasts want to leave the Ukraine. If there’s anywhere near a level of support that makes the suggestion plausible, Kiev has screwed the pooch so hard it isn’t funny.

If Novorussia really is a good name for the region Tsarev wants to join Donetsk and Luhansk, Transdniestria won’t long be a frozen conflict zone. I’d bet Transdniestria would join quickly!

When I see real-life examples of people treating the head of the “Palestinian Authority” like a legitimate leader of a real country even though his “nation” doesn’t exist, I’m reminded of the Woody Allen movie “What’s Up, Tiger Lily?”

In that film, a character with the title “Grand Exalted High Majah of Raspur” told everyone that although Raspur is “a nonexistent but real-sounding country”, he plans to incorporate it into a real country as soon as possible, and is looking into opportunities to be given some land for that purpose.

Those are all predominantly Russian speaking oblasts of Ukraine. If they ever do agree to federate with Donetsk and Lugansk, it could be a new country of 30-35 million people with the rest in a Ukrainian-speaking rump Ukrainian state.

If only Russia recognizes it, it can survive. Transdniestria has survived for over a quarter of a century with Moscow’s support.

Is it adjacent? I think it is. At the urging of Moldova, Ukraine froze its exports. If there is a common border, I’m sure it will join.

Transdniestria is between Moldova and Ukraine--it is the part of Moldovia that already belonged to the USSR from the beginning as opposed to the chunk of Romania that Stalin got as part of his loot from the Hitler-Stalin Pact of August 1939. (It had been the Moldovian A.S.S.R.)

I think Transdniestria is about evenly divided between Romanian-speakers, Ukrainian-speakers, and Russian-speakers. It will probably remain under Russian control regardless of whether Putin annexes the rest of Ukraine...just like the Kaliningrad area belongs to Russia despite not being adjacent to the rest of Russia.

It’s on the opposite end of Ukraine from Russia, Donetsk & Luhansk, but directly adjacent to Odessa; Odessa + Novorussia + Donetsk & Luhanski would connect Transdniestra to Russia.
