Police in northern Kentucky have released dash-cam footage from the scene where a deputy shot a 19-year-old woman to death as she left an outdoor party in her car over the weekend.
The footage, shot from inside Boone County Sheriff Deputy Tyler Brockman's cruiser, does not show Brockman firing four bullets through Samantha Ramsey's windshield after she alleged rammed him on a road outside Hebron early Saturday.
It only shows Brockman approaching Ramsey's car and her appearing to drive away.
Moments later, a plume of smoke enters the frame and bystanders can be seen weeping in horror.
Boone County authorities were investigating the shooting.
The sheriff's department said it was in self-defense after Ramsey, who had three others in the car, ignored Brockman's orders to stop and slammed into him.
Brockman ended up on the hood of the car before opening fire. No one else was injured.
Sheriff's spokesman Tom Scheben told the Cincinnati Enquirer results of the investigation would be turned over to Commonwealth Attorney Linda Tally Smith, the Boone County's top prosecutor.

I am the sheriff of Boone County with a hat just like a Mounty. Not sure if that is exactly how the song goes and that is all I can remember.
Another example of a cop going to lethal force as a first option.
Still, why is it necessary to whip out your pistol and shoot a 19 year old in the face unless you yourself or someone else is about to die.
The real issue is the fact that the officer jumped up onto the hood to detain the car and opened fire within seconds.
Was there even enough time for a 19 year old to get off the gas after he jumped up on the hood before he opened fire?

The photo shows four holes in the windshield.
There are 4 holes in the windshield at just about head level.
It’s just that the description of the footage seems to suggest she was driving away and he shot at the car. If the bullet holes are through the windshield, that doesn’t really jibe, unless she was in reverse backing away from him.
She sure wasn’t any where close to aiming at him, in fact she was already well past him, he had to have moved fast and hard to jump up on her hood.
See?

But, I suppose he knew that bullet holes in the side window look more suspicious.

I have started to think that a primary objective of law enforcement operations is to so suddenly place oneself into lethal force situations that the intended victim has little-to-no opportunity to react and defuse the situation, ergo, justifying the cops use of lethal force. In other words, morphing into a “justifiable” yet pre-planned way to get away with murder.
For example, break into someone’s house at 3AM and kick down their door. If you see *anything* either dark or shiny in their hands, or if you can’t see their hands, shoot them in their beds. They were either “possibly holding a gun” or “refused to show their hands.” So you kill them. Many would reach for flashlights, or have their hands under the covers. Boom! Dead. “Good shoot.” “Followed [carefully-crafted] policy.”

Yes, he did fire the four shots through the windshild...BUT (and this is a big but” the forensics people need to determine the “angle” he shot the girl from. It appears to me (based upon limited information) that he shot from high up down angle somewhat at the girl as if HE HAD jumped onto the hood as one of the passengers apparently said.
In any case WTF is giving with the judgement (or actually lack thereof) of this latest batch of police/troopers. There was actually no need for him to kill this girl—unless he simply wanted to for the hell of it. HE DOES NOT HAVE EITHER THE TEMPERAMENT OR JUDGEMENT TO BE A LAW ENFORCEMENT OFFICER.

The first car in the video he lets drive away, but then tries to stop the girl’s car after she’s pulling away?
I wouldn’t want to let someone that was drunk back onto the highway, but it’s probably not legit to shoot them to prevent it.
If they can avoid the car, there is NO excuse for their killing the driver.
I've seen this happen a dozen times on video over the past few years, from as many regions of the country, and it turns my stomach every time.
Assassination.
