Governor Cuomo has signed off on the National Popular Vote Compact, giving New York's 29 electoral votes to the winner of the national popular vote.
Count New York in.
The Empire State has joined the National Popular Vote compact with legislation signed Tuesday by Gov. Andrew Cuomo.
States that have signed on to the interstate agreement will award electoral votes for president to the candidate who receives the majority of the national popular vote.
"With the passage of this legislation, New York is taking a bold step to fundamentally increase the strength and fairness of our nation's presidential elections," said Cuomo. "By aligning the Electoral College with the voice of the nation's voters, we are ensuring the equality of the votes and encouraging candidates to appeal to voters in all states, instead of disproportionately focusing on early contests and swing states."
Under the winner-take-all system, candidates for president have taken to ignoring states that are reliably Republican or Democratic, like New York, while focusing their attention and resources on a smaller group of battleground or swing states.
While New York has more than 13 million voters, ranking fourth in the nation, it is last when it comes to presidential spending.
New York joins the District of Columbia and nine states in signing on to the compact -- including California, Hawaii, Illinois, Maryland, Massachusetts, New Jersey, Rhode Island, Vermont and Washington.
The legislation utilizes New York state's right under the U.S. Constitution to award its 29 electoral votes in any manner it deems appropriate, in this case to the winner of the national popular vote.

If they thought the “hanging chad” fraud left the 2000 election in limbo, just imagine Florida x 50: “Presidential Candidate X has garnered 10 million votes, Presidential Candidate Y has 10 million 100. Film at 11.”
bullpucky. It empowers Miami, L.A., NYC, Cleveland, Detroit, Chicago, Philly, and other liberal or undocumented enclaves to decide who will be the next Dear Leader(s).
We need one state to enact a law requiring their electors to vote opposite any popular vote cabal of states.
maybe we won’t need to even vote at all if the colors on that map line up right. Just do a census and elect the victors.
OK, lets use recent history to see how this will work. How much more important would the vote counts be on the Democrat West Coast if there was a similar close election to 2000? How long would it take to get a mutually acceptable count completed for these States to make their decision? The understated benefit of the Electoral College (EC) is a timely decision on date certain.
Al Gore’s bitter partisan’s constant bemoaning of the US Supreme Court decisions on Florida’s election process lose sight of the fact that time was running out for a decision for the participant selection from Florida. As it stood, Bush43 had a bare-bones transition between the December decision and the January Inauguration.
So visualize a similar election with a squeaking close popular vote and all of the different voting methods and disputable ‘hanging chads’ all over the country. Now remember such localities like King County Washington where sufficient post-election day 2004 ballots were ‘found’ to elect the Democrat candidate for Governor. Multiply this by all of the possible paths to election and then think HOW LONG it would take to find a candidate for these ‘Popular Vote’ states to swing their EC votes to.
Sorry, this is a lawyer’s dream and a nation’s nightmare!

I also know this is mainly an attempt to slant elections in favor of liberal urban areas vs. smaller, more rural states-- doesn't this also strike at the federal structure that has always been at the core of the Electoral College?

The problem with one vote per county is it would be hugely disproportional across the country.
1state, 1 vote. That would work.

I realize that, but it is disproportional now.
The city of Philadelphia alone carries the electoral vote for Pennsylvania. And there were districts in Philadelphia that voted 105% for the bamster.
It is cities versus rural, and the country folks are disproportionately left out in the cold.
