Investigations need to be done outside control of holder
Is there some reason, statute of limitations or something else that makes this such an urgent matter? Why not hedge the bets a bit? Hold off until January 21, 2016 to make the referral, and use all this as fodder in the campaign.
Then, right off the bat, submit to the new AG (assuming Holder is gone, and Zero hasn’t issued blanket pardons to all his co-conspirators) for action.

I expect that’s because the Dems have a treasure trove of very damaging information om Issa.

Issa has had YEARS and done nothing with FF and other scandals but hold investigations and hearings. Once the poop gets deep, he starts another investigation and drops the last one...or back burners it. That’s reality. Anyone can read the history for themselves.
Sure, he has a ton of info. Sure he could end this all in a matter of hours with a webwide (cutting off the msm) press conference spilling it all directly to the public.

On the other hand, Elijah Cummings, member of the Democratic Socialist Party, should be tried for high crimes, as defined in the Constitution.

I’m not sure what you are referring to, but...
I may very well be one of those “lesser evil” people you refer to.
If my choices are between a “bad” candidate and a “sort-of-bad” candidate,
then I will crawl over broken glass to vote for the “sort-of-bad” candidate.
If you are one of those:
“I’ll-just-stay-at-home”; or
“I’ll-just-leave-the-ballot-blank”; or
“I’ll-just-write-in-my-favorite”, or
“I’ll-just-vote-for-some-obscure-third-party”
type of people, then you are ceding your voice and
you are ceding your decision to someone else,
and you are removing yourself from the debate.

I agree. All it takes is a quick read of his Wikipedia bio to know the Dems have a boatload on him. Boehner of course is complicit by putting him in that position.
