Unfortunately, that's incorrect.
The Constitution was created in 1787 and ratified nearly a year later. Four hundred years ago, Jamestown, the first permanent English settlement in North America, was founded.

You know that she is just so used to railing against “400 years of slavery”, that she just thinks that is when everything started around here.
On the other hand there is still the possibility (possibility, I say!) that the woman is a MENSA member or candidate, and a little tiny bit uninformed, like, say, a Ph.D from, say, Albania would be, who likewise could think that there is a U.S. flag on Mars and the Constitution is 400 years old. Did I say possibility?
