MPs in Crimea have asked Moscow to allow the southern Ukrainian region to become part of the Russian Federation.
Parliament said if its request was granted, Crimean citizens could give their view in a referendum on 16 March.
A government minister in Kiev said it would be unconstitutional for Crimea to join Russia.
Crimea, a region whose population is mostly ethnic Russian, has been at the centre of tensions following the fall of Ukraine's pro-Moscow president.
Pro-Russian and Russian forces have been in de facto control of the peninsula, which already enjoys a degree of autonomy from Kiev, for several days.

I doubt Putin or his cronies will pay much attention to the words of Obama and Kerry going forward.
Putin knows the stock they are made of and it really does not factor much in their game plan. Obama and Kerry can run behind Putin yapping at his heels like little dogs and Putin will continue to ignore them just as he has been doing for the last few weeks.
The legacy media here in the US is such a joke, trying to claim all the words that spew from Obama and Kerry have any import with the Russians.

Crimea is a war zone right now under occupation by a foreign power committing war crimes as we write. There is no such thing as “free and fair” elections in that situation.
