Since some of the land sill seems to be private property (corrections welcome) that would eliminate both the 5th Amendment and the Constitution's Clause 17 of Section 8 of Article I. So I don't see what constitutional basis the feds have for regulating anything on at least part of this land.
Jaguars are indigenous to that area, so they’re not exotic.
Also water rights : the eco-terrorist have blocked the town of Tombstone, AZ from re-installing their main water supply after a fire.
The towns like Bisbee, Sierra Vista, Tucson, Phoenix ... AZ plus Silver City, Lordsburg, and .. NM also need their water that crosses public lands to exist.
The feds have often been trying to block cities as well as farmers & ranchers from using their water rights.

Are the jaguars bigger than regular mountain lions such as the ones in the western part of the country?
OK for the illegals and drug runners [ who may vote Dem ] to trash our public lands - while the feds deny the border patrol and the American public access to border lands on public property.
Genus makes all the difference. While mountain lions in the 'boot heel' of New Mexico can get big, 190#, they are still in a the same Genus.

Jaguar Genus Panthera (same as tigers, lions, leopards)
Cougs is Cougs, Jaguar is a whole nother animal, in size and style.
Or perhaps the gubmint is setting up shop to closely monitor Arizona for when the SHTF. Lots of guns and lax gun laws there.

How about shooting all the jaguars. Nothing left to protect the feds go away, right? No, the feds will never go away. Where I live we had wonderful trout streams. The experts decided that beavers lived here 150 years ago, they should be here now. And they are. and all the trout streams are ruined. The beavers chew off young trees leaving pointed stobs which puncture the tires of any farmer who tries to work the soil. But the experts, who know nothing , think it would be a good thing if the country was restored to the way it was before we got here.
