Now, the ships of the Russian Federation Black Sea Fleet continue blocking the Ukrainian Navy ships in Crimea.

Yah, I would argue that the presumption is rather strong that a press release in English is intended for an English-speaking audience.

Their soldiers don’t wear identification and are illegal combatants per Geneva Convention and international law. So it comes as no surprise their sailors also mask their actions in the guise of common piracy.
Putin’s aggression and his supporters apologias are like that.
