An explosion from a firecracker inside a moving Jeep blew off the driver's hand early Saturday and scattered debris over half a block in Spokane, prompting initial fears over the man's intent, police and neighbors said.
Witnesses saw a flash of light from inside the vehicle, a red Jeep with a gray top, as it drove down a residential street, police said.
Donald Wilkes, 61, said the blast rattled his house and woke up everyone inside. He initially thought someone had crashed into his parked truck, and when he ran outside, he found the street filled with smoke and the Jeep stopped just against his 6-foot-tall cedar fence.
"I looked around for something that got hit, but there was nothing," Wilkes said. "My son reached in to pull the keys out of the ignition and make sure he didn't go anywhere, and that's when we saw his hand was missing. It blew it right off at his wrist they found part of it half a block away."
Wilkes' son, 30-year-old Nicholas, and another neighbor applied a tourniquet to the man's left arm. The man was stocky, estimated at about 28 to 30 years old, and coherent. But he wouldn't answer questions about what he had been doing, Wilkes said.
"All he did was look at my son and say, 'Oh God, oh God.' He looked like he was going to pass out," Wilkes said. "My main concern was why he was driving around my neighborhood at 1 in the morning with an explosive device."

It was not a fire cracker if it blew off his hand.
That is not a fire cracker. More likely a pipe bomb done poorly.

I have had M-80s. I blew a twelve inch diameter concave hole about four inches deep through two to three inches of thick centipede grass. It is exactly like the big boomers one sees at the end of small fire works on the fourth. I was surprised at the power. It could blow off a hand if it was being held but it doesn’t seem powerful enough to do what happened here.
When I was about 6, we were standing on the sidewalk on E. 14th st. in Oakland watching a labor day parade, and a guy about 5 feet from where we were standing lit a firecracker of some kind and dropped it into a beer can, and handed it to a woman standing next to him. I turned away before it blew, and when I turned back the woman’s arm was severed above her wrist and her hand was nowhere in sight.
That ended Oakland’s labor day parades.

To this day I try not to work in that town, it is bad.
At the time it was a good neighborhood, mostly of families of Naval officers from NAS Alameda and Treasure Island. Now its murder city.

I read the article. I'm not assuming the reporter got it correct. However, this could simply be a matter of defining terms.
That said, I just went to a website that shows hand injuries from a firecracker Warning, this link is very graphic. ewwwwww!
