At the end of September, the federal government's fiscal year was drawing to a close, the threat of a shut down was increasing, and the State Department was shopping for art. Four contracts were awarded in the last two weeks of September, including $1,000,000 for a granite sculpture by Irish-born artist Sean Scully to be installed at the new U.S. Embassy in London. Notice of the awards was posted Sunday afternoon of Thanksgiving weekend on the Federal Business Opportunities website.

You have to know how governments on all levels work when it comes to budgets.
If they haven't spent their year's allotted budget they will indulge in an orgy of spending the last couple months so their next year's budget will not be slashed and will remain the same or more (a COL increase will generally by added to the new year's budget).
You can bet other bureaucracies across the fruited plain are spending like crazy this month to use up the rest of their 2013 budgeted dollars so they won't be cut in the new year on the grounds they didn't need all that money in 2013.

Scully's paintings are often made up of a number of panels and are abstract. Scully paints in oils, sometimes laying the paint on quite thickly to create textured surfaces. After a brief initial period of hard-edge painting Scully abandoned the masking tape while retaining his characteristic motif of the stripe which he has developed and refined over time. His paintings typically involve architectural constructions of abutting walls and panels of painted stripes. In recent years he has augmented his trademark stripes by also deploying a mode of compositional patterning more reminiscent of a checkerboard. He has stated that this style represents the way in which Ireland has moved towards a more chequered society. He stated in 2006, "I remember growing up in Ireland and everything being chequered, even the fields and the people."
