SAN ANTONIO -- Officer Jackie Neal, 40, was in full uniform, in a marked squad car and on-duty when he made a traffic stop Friday morning and sexually assaulted a 19-year-old woman, according to the San Antonio Police Department. Neal was taken into custody by SAPD Special Victims' Unit detectives after police officers pulled him over on the south side around 2 a.m. Saturday, according to a statement issued by the department. Neal was arrested on a warrant for sexual assault, a second-degree felony.
"This conduct is unthinkable and I'm absolutely outraged," San Antonio police chief, William McManus said in a statement issued by the department. "Once we became aware of the allegation, we took prompt action."
Neal is an 11-year veteran with SAPD and works the overnight shift on South Patrol. He was hired in October 2001, according to The Texas Tribune. Officer Neal has been placed on administrative leave, according to department protocol. He was released from custody Saturday at 7:25 a.m., according to the Bexar County Magistrate's website. Neal was suspended back in September, according to an agenda for the San Antonio Police and Firefighter Civil Service Commission. KENS 5 requested information regarding the suspension in mid-September; however, the department has yet to release any details on the incident.
"A high standard of conduct is a priority of the S.A.P.D. I praise the victim for having the courage to come forward and having the confidence in the S.A.P.D. to handle the case effectively," McManus added.

The best of the best of the best are going to have their bad apples occasionally, it is the bad part of human nature.
It isn’t that the military or officers are who they are, it is that they are part of the human race and have a spectrum of variables from heroes to rapists among them.
We would need no military or police if out nature was to behave ourselves to begin with, right?
Screen the best you can, but you are NEVER going to come up with a way to prevent everything ever IMO.
Considering the size, scope, control and level of corruption in government at every level, many feel we already live in dictatorial corrupt government state. Where governemnt illegal spy's on and monitors law abiding citizens, targets law abiding individuals and groups, and then absolutely fails to enforce the few laws they are Constitutionally required to enforce.
These are just a few factors why a rapidly growing number of Americans no longer trust those in law enforcement. This is no secret.
Wrong...It’s not corrupt individuals on departments causing law enforcement in today’s America to ramp up into a punitive military, us VS them, posture.
Most trust law enforcement I think, but with more people on edge with the economy and more of the stupid doing weed, other drugs and drink I do think problems are escalating.
My sis works for Head Start and over the last 15 years there has been a great increase in kids with problems in the brain because the genius parents loved the weed, other drugs or drink.
I think the economy and these other factors make for more high strung stops compared to the past.
Then you have machines and officers told to make revenue off of the bad drivers, so the highway patrol has been working very hard in that area around Holidays and the months end.
States are BROKE, here in CA they slap and extra $100 to all tickets and we used to do traffic school and get rid of the ticket. Today we have the stuff off the record, but you pay for the fine, the class and that can easily come to $600 today, so it does not pay to speed or try and drive with law enforcement behind you a whole trip.
World is going nuts and people IMO are getting far less responsible.
Spare the, “They are part of the human race” BS.

The neighborhood cop of the 1950s now resembles part of an occupying army. I can give you thousands of examples.

Officers work all day seeing the worst of society and having to deal with that.
On the other hand, as we come across the bad apples, remove them. That is all anyone can do unless there is some better way to screen people.

The problem isn’t weed as you suggested. ITS CORRUPT ABUSIVE CONTROLLING GOVERNMENT. And the WOD is part of this blatant, controlling corruption.

I grew up in Brooklyn and have seen my share of everything and it was justified.
I once even got pulled over as a young man by six cop cars and the police came running out with guns drawn. I cooperating, was shook up but it was OK.
Someone with my kind of car just robbed a place near where I was and I was in the area.
They have a job to do and there is no certainty as to who it is they are dealing with from moment to moment. What I can tell you is the culture in the last few decades has been getting more stupid and into drugs, so the behavior of the population has been moronic more often than in the past.
You can remove bad apples as best you can and maybe figure out a test to weed more potential bad people out of a profession, but the profession is needed to maintain safety IMO.
Looking at all the messed up kids coming along from parents to selfish into their drugs, I do see this getting much harder for police to handle in the future.
We are devolving as a culture at this time and drugs leads the way on the reason for it.
The violent mental illness I see on display from these drugs on a day to day basis does not look good.
Anyone who was ever arrested by this individual should get an attorney.
Police Chiefs don’t talk like that very often. Usually it’s “Officers fully followed established procedures”.
Which means the guy was caught red handed by someone who matters...or, he has something on the chief.

I’m a pretty “Law Enforcement” wary guy but if this guy just touched a female in an odd way, charges?

That’s terrible! Well, since you were on the “inside,” you definitely know what’s up. It’s hard to describe to others — since (well, up until recently anyway), the NPS had a fairly decent public image...
I have one friend left in the agency. She’s the only conservative and has to hide her views. She tried to switch over to Border Patrol (running comms), but came in second for the job — so is just biding her time to retirement now :(
Luckily, she is an area that isn’t completely isolated, so doesn’t have to be with the leftists 24-7.
