SAPD: Officer in full uniform sexually assaults 19-year-old during traffic stop

SAN ANTONIO -- Officer Jackie Neal, 40, was in full uniform, in a marked squad car and on-duty when he made a traffic stop Friday morning and sexually assaulted a 19-year-old woman, according to the San Antonio Police Department. Neal was taken into custody by SAPD Special Victims' Unit detectives after police officers pulled him over on the south side around 2 a.m. Saturday, according to a statement issued by the department. Neal was arrested on a warrant for sexual assault, a second-degree felony.

"This conduct is unthinkable and I'm absolutely outraged," San Antonio police chief, William McManus said in a statement issued by the department. "Once we became aware of the allegation, we took prompt action."

Neal is an 11-year veteran with SAPD and works the overnight shift on South Patrol. He was hired in October 2001, according to The Texas Tribune. Officer Neal has been placed on administrative leave, according to department protocol. He was released from custody Saturday at 7:25 a.m., according to the Bexar County Magistrate's website. Neal was suspended back in September, according to an agenda for the San Antonio Police and Firefighter Civil Service Commission. KENS 5 requested information regarding the suspension in mid-September; however, the department has yet to release any details on the incident.

"A high standard of conduct is a priority of the S.A.P.D. I praise the victim for having the courage to come forward and having the confidence in the S.A.P.D. to handle the case effectively," McManus added.

Unfortunately, that is all too true. I always thought there were a lot of flunkos too — sort of like the TSA mall cops, but with more power.... They couldn’t make it as real cops, so went to the national parks. I can’t tell you how many times I was hassled — I who was another park ranger! I’d run into park visitors who were doing nothing wrong whatsoever, and hear their stories also... Sickening.

After hearing someone I’d been friends with for 20+ years justify the Tazing of an innocent dog walker, I couldn’t be friends with her anymore. Sad. The policemen I meet in our neighborhood are nicer, more intelligent, and more reasonable than my ex-friends in the NPS.

Officers will always have to be able to make stops with people and when they do there will always be a certain number of bad apples that will be around till they are gotten rid of IMO.

Problem isn't IMO the institution or it's power, it is who gets hired and how impossible it is to predict who will do the wrong things days or years down the line.

Good slogan, but we will never stop law enforcement from interacting with the public in such matters, so the reduction of power will NEVER reach such that no potential harm could come.

We need remove bad apples as soon as we can and that is all we can do IMO.

The Institution is rotten to the core. The powers abused are rotten to the core. The ability to use traffic stops to generate revenue for the courts is rotten to the core. The use of traffic regulations to circumvent the 4th Amendment is rotten to the core. The militarization of the Police is rotten to the core. The training of Police to circumvent the 4th and 5th Amendments is rotten to the core. The seizure of assets, both cash and otherwise by Law enforcement without due process is rotten to the core. We need a re set. A re-balancing of powers. A new Magna Carta as it were.

So what do you propose? Continuing with the use of the Police to ignore Posse Commentates? Ever more powerful Police and Courts who routinely ignore the Constitution and the Bill of Rights? A surveillance apparatus that makes George Orwell look like an amateur? What do you want besides defending the status quo?

Go to sleep sheep. Everything will be fine.

I always thought it was strange that police who are supposed to be looking for criminals or even using their presence to curb it would also be worrying about traffic.

I think that enforcing traffic laws and giving someone a ticket for making a U-turn should be separate from the people hunting down a wanted criminal.

The people in Interp are a joke too. They actually make stuff up to tell the public.

The vast majority of the general public are city types, that never really get out into nature. They look forward to a park visit just to get away and see what nature is all about.

These people are prime useful idiots to be brainwashed.

Being a woodsman/hillbilly living in nature and in the woods all the time it was easy to catch the NPS Interp’s at their lies, when confronted they’d just laugh and tell me to mind my own business.

Oh noooooo!!!! Well, many years ago now, the year I was hired in seasonal Interp, the chief purged all the liars. The small group I worked with was very good — however — the years after our group, I would say it went back to the “tall tales,” unfortunately. I never said anything without having evidence to back it up — others, eh, not so much.

It was my experience that most of the NPSers hardly set foot off the pavement themselves. After I had gone into the back offices (working in dispatch and personnel), I was constantly called up to the front to explain some of the mountain biking or hiking opportunities. I loved going up front to talk to people — however, sad that more of the rangers never did stuff...

(The reason I chose my screen name was because I did so many borax programs — and in one of my slide shows, I showed a photo of Pres Reagan holding a box of borax. He was president at the time. The crowd of 300-500 always loved that slide!)

I guess I’d like to give a final comment. I’m retired and often reminisce about the “good ole” days. The days I’d like to do over because they were fun, the days I can recall because I learned so much, etc, etc.

But when ever I think of the absolute crappiest job I ever had in my entire life, where I was treated like dog shit because I had conservative views and was ex-military, where no one cared about anyone elses welfare or safety, I think of the NPS.

I went into the job knowing they were lefties but really never thought it would be that bad. I recalled listening to Rush describe exactly what lefties are and never really believed anyone could be that bad, after all, Rush is just an entertainer. After about the 1st month I knew Rush was right and he was doing the country a great service by bringing to light the evil of the left.

The only good thing that I got out of the NPS was first hand experience in knowing how the lefty thinks and works.

In defense of the NPS as a whole, several people being very familiar with other parks made comments like: “This park must be the armpit of the NPS, where they send all their rejects to.” or there were remarks made about how the cops were never reigned in.

I’m sorry, traffic stops are a problem?
How else do you propose you stop people from speeding? What if the car has lights out, or maybe a trail of smoke fuming as the car rolls along?

You will never get perfect, but without the police you would be living in a mafia state.
