SAN ANTONIO -- Officer Jackie Neal, 40, was in full uniform, in a marked squad car and on-duty when he made a traffic stop Friday morning and sexually assaulted a 19-year-old woman, according to the San Antonio Police Department. Neal was taken into custody by SAPD Special Victims' Unit detectives after police officers pulled him over on the south side around 2 a.m. Saturday, according to a statement issued by the department. Neal was arrested on a warrant for sexual assault, a second-degree felony.
"This conduct is unthinkable and I'm absolutely outraged," San Antonio police chief, William McManus said in a statement issued by the department. "Once we became aware of the allegation, we took prompt action."
Neal is an 11-year veteran with SAPD and works the overnight shift on South Patrol. He was hired in October 2001, according to The Texas Tribune. Officer Neal has been placed on administrative leave, according to department protocol. He was released from custody Saturday at 7:25 a.m., according to the Bexar County Magistrate's website. Neal was suspended back in September, according to an agenda for the San Antonio Police and Firefighter Civil Service Commission. KENS 5 requested information regarding the suspension in mid-September; however, the department has yet to release any details on the incident.
"A high standard of conduct is a priority of the S.A.P.D. I praise the victim for having the courage to come forward and having the confidence in the S.A.P.D. to handle the case effectively," McManus added.

Look I am not saying it as a dig on Toby. I know he has reasons for laying low. He went to highschool here. Can you imagine the stalkers, weirdos and what have you that would swirl around him?
I hear of people seeing him around town but I never have except when we really needed him. But for him to show up grocery shopping would be problematic for him and for everybody in the store.

And another thing that has become clearer to see. As my life gets pulled closer and closer to God (and I sure have bucked God a lot, I am no moral prize) I can watch those who attacked me reap the blowback. Being covered by the Blood of Christ means something.
I can well imagine the risk. You become a cultural icon, you get all the weird idolatries that go along with it.
Now a real solid Christian could capitalize on the fame to share the gospel with the stalkers.
I’m just observing. We’re all sinners. I can’t complain anything about him that might not be true for me in the very same position, if it were hypothetically possible.
The department will find out that he acted according to policies and procedures and will be reinstated with back pay.
BTTT - that’s all true — don’t get me started. I went to “cop shop” too — but the wanna-be-jackboots were just getting going then.... I only wanted to be able to carry a gun in my backpack, not be a full-time wanna-be green copper.... I left the agency in the 90s for graduate school and then the private sector.
Yes. That's the trade-off it seems. I'll never suffer from it because I never disobey the law. Doesn't matter anymore.

I was pulled over for a burnt out tail light. The cop checked my insurance etc. and sent me on my way after telling me to get the light fixed. He freely admitted that he pulls people over if he has an excuse to check for insurance. That fine is a big one it Texas, 350 dollars.
He was pleasant and courteous. The thing that stands out in my mind is that it was all about money.
For sexual assault by an agent of the state with a badge, a weapon, and arrest powers? Should be a capital crime without exception. I’m flexible on the method.

The cops can be, particularly on b.s. stops to “check”.
What that really means is they want to keep tabs on cars going through their patrol area without pissing people off. What it also means is that they use traffic stops to initiate contact, to try and find probable cause to escalate things. Again, they don’t want to piss off everybody so that no blowback develops.
At the end of the day, the traffic regs are used to generate contacts, which are used to generate probable cause for searches.
The routine traffic stop is a vile practice that people will put up with as long as the cop is “nice”. By giving up the freedom of travel (we nearly have) we give up our ability to make autonomous decisions and take autonomous actions. Much like national Navies will travel coastal waters in order to set precedents of passage. If those precedents are not maintained, they are lost. We have lost much.

I thrashed the guy repeatedly on a previous thread on the Deming issue. It got ugly and he got butt hurt of course. I kind of backed off as I thought I might be doing him permanent psychological harm.

Until that happens for EVERYBODY, we'll need an interim plan.
My understanding is that it is illegal to back up down the street for anything.
So it’s a Catch 22. It’s illegal to back out of your driveway into the road, but it’s also illegal to back into it as well.
The solution? You’re supposed to have a driveway with a turnaround so you’re always pulling out into traffic.

That probably is usually the case but as with all rules, there are exceptions. In December of 1986, in San Diego, CA, Motorist Cara Knott, age 20, was stopped on I-805 by CHP officer Craig Peyer for some trumped up reason. He directed her to an abandoned, dead-end overpass. During their encounter, and this is speculative because Peyer has never given an account except to deny the crime,this was the scenario presented in court. Peyer apparently made advances which were rebuffed by Miss Knott, along with a warning that he could be reported for his misbehavior. At this point Peyer, apparently to prevent the incident being reported, attacked Ms Knott, and after a struggle, strangled her and threw her over the highway barrier into the canyon below. Peyer was linked to the crime by convincing physical evidence and the accounts of other women he had stopped and is still serving time in a CA state prison.
Not much information at the link. No details on the alledged assault. Ah what the hell, string him up. Dirty copper. Right boys?
Nope, full speed ahead with gospel is the only thing that makes sense. Nobody wants to evangelize today because “OMG” they’ll think we are weird and hate us!

I developed a theory, real fed cops, such as the FBI, at least start out as being dedicated to law enforcement. NPS cops have no such start and as mentioned before no professional LEO chain of command.
In essence many are just psycho green nut jobs with guns. They are prime SS/Gestapo material.

Also I have tried to use this to address deeper issues, and I don’t know the cop personally so no personal agenda.
