Maybe, maybe not, but you missed the point. The MATH is not fixable.
The fact that nobody in the Administration or democrats has broken ranks and started blaming CGI leads me to only one conclusion. The system was spec'd out this way, and CGI probably warned them of the possible shortcomings of the system.
There is an Oracle component to the system, and they have already come out with a very pointed statement that their software isn't to blame.

The math is impossible you can’t add up 2 and 2 and get 7 no matter how hard you try
And no programmer in the world can follow the disjointed logic in this law and it’s 30,000 pages of contradictory regulations (you cant program something to be both true and false ) AND ALSO to be flexible enough to accommodate all of Obama’s spur-of-the-moment dictatorial changes he makes whenever he feels like it.

I am a business owner. I agree.
The enrollment period is needed to minimize "as needed" purchases of insurance. Lengthen the enrollment period and the insurers will squeal that the rules are being changed.
That will be Hillary's job after the 2014 elections.
The problem with these left wingers is that they think it’s all about beating up on their idol. They don’t get that the working middle class democrats are going to be hurt too. It punishes everyone - young, old, sick, healthy. We all have to pay a price. I thought the rats believe in choice. Only when it comes to snuffing out a life I guess.
I haven’t fully explored the “why” of this yet,
but I’m beginning to see a common “higher virtue” theme among the left.
Being “all in the same boat” is a higher virtue than actually helping anyone.
If there are not enough enrollees in Obamacare the exchange insurance companies will let it be known.
Of course it’s fixable.
Just like a lot of the starter cars on Overhaulin’ were fixable: just go out and build a completely new car and say it’s an update of the old one.

I would suggest to all I know who are thinking about signing up for this to wait a couple years, even under the threat of penalty. I think there is a very good chance it will implode, as others are saying.
I would rather pay the penalty then put all my personal info out there unsecured. The cost of that would be endless to me if my identity were stolen, and I think there will be a lot of that.
I don’t think the “navigators” are any more trustworthy than the TSA, or NSA
I’m going to Christian Healthsharing Ministry route.
It’s exempt from penalty and far cheaper than any exchange deal.
First $300 is out of pocket per incident - covered after that.

I envy everyone who knows a liberal who is chagrined or even outright furious and betrayed. The ones I know just keep saying that “they did a poll and no one even knows anything about it”, so, therefore (in their twisted minds), it is really just fine.
Of course, these people are either retired or very comfortable or their employers are still picking up the majority of the premiums or....who knows? Bottom line is they are still worshiping the donk idol and saying they “can’t wait for Hillary” and they want to “end the right-wing insanity.”
MAYBE I’ll get to see someone eat crow, but so far, nada.
This mess is far worse than anyone can imagine.
