If these were my grand kids forced to wait inside a cage to protect them from some wild animal the Government has actively worked to re-introduce and maintain dangerous wild animals into their environment, I’d find some of these son of a bitches responsible for the program and shoot them.
The purpose of the wolves is to train people not to go in those areas, to stay in towns or cities.

The ‘shelter’ shown in the picture definitely is NOT Govt made or under ANY Govt standards.
I see no ‘NO SMOKING or NO GUNS’ or any number of restrictive signs in view, AND a Govt made or sponsored SHED such as this would definitely have concrete and steel, a basement in case of hurricane/tornado/typhoon/earthquake/tidal wave etc etc etc.
It looks like a concerned parent built a ‘bus stop shelter’ for his kids to be out of the weather and the chicken wire will keep ‘critters’ of any size from spending the night.
One of the local jurisdictions (Arlington County VA??)was going to or built bus shelters in the million dollar + range and I think they were deemed INEFFECTIVE — NOT overpriced, but not usable in there present state.

That cage won’t teach kids about “stranger danger”-child predators who walk on two legs, or anything else-they need to be aware of their surroundings and taught to act accordingly...
New Mexico, like Texas has several species of rattlesnake that are found just about anywhere, coral snakes, copperheads, coyotes, cougars, etc are also nearby if you live in a rural area. I’ve seen bears in New Mexico, in the forest-and they weren’t afraid of humans-those kids in the enclosure probably look like a lunch buffet to a bear.
On the bright side, that bus stop shelter might deter two legged bullies...
