I live in the DC area. It is easy to get confused by the South 15th street entrance. She could have made a wrong turn and then got frightened. I saw the video where the car is boxed in and surrounded by law enforcement all pointing guns at her. She managed to wriggle free and the chase was on. If I were a betting man, I would say this was an unfortunate accident that involved over-zealous police and a woman being in the wrong place at the wrong time.
