Washington, D.C. has excessively heavy gun laws as does the Washington Navy Yard....no amount of law is going to stop someone intent on killing. If gun laws were successful, the killing each week in Chicago would abate don'tcha think? Gangs, Nuts, and criminals is the real problem.
