EPA Employee Charged with Stealing $886,186 Since 2000

A massive fraud case erupted today at the Environmental Protection Agency (EPA) Office of Air and Radiation with news the U.S. Department of Justice (DOJ) pressed criminal charges on an EPA employee for stealing $886,186 from the Agency.
According to the DOJ's charge (U.S. v John C. Beale.pdf), the EPA employee stole the $886,186 over a period of more than thirteen years:
"From in or about 2000 through on or about April 30, 2013, in the District of Columbia and elsewhere, in a continuing course of conduct, the defendant, JOHN C. BEALE, while an employee of the United States Environmental Protection Agency ("EPA"), knowingly stole and converted for his own use money and property of the United States, to wit, $886,186, which said money and property had come into the defendant's possession in the form of salary, benefits, and certain Retention Incentive Bonuses for which BEALE had not earned by providing employment services to the EPA."

Someone needs to explain this to me. Reading the charges you get the impression that he “stole” his compensation. Now, I personally believe that most government employees essentially steal their pay because they do little or nothing to earn it, but here it would seem that the government wants it back!

Can anyone please explain to me why anyone who works for the government needs a retention bonus? If they don't like being retained for their services, go work somewhere else!
Government workers are not Ryan Braun or Tom Brady.

Sounds more like to me that he stopped coming to work and continued to get his direct deposit. The government is full of those who “work from home day” every day. I have a relative who goes to her office which is only 1/2 hour away about once a month. The rest of the days she’s out to lunch with her mom, shopping, golfing, or just living the large.

I met a Customs officer who could not go to the office, as he claimed he was allergic to perfume, deodorant, and scents of all kinds. So he petitioned the Customs Service, won, and was allowed to work from his home basement. God knows how he gets any work done.

Or the scam where female employee goes to lunch with her boss. Both come back in a very visible and in full witness view fret. Female employee files sexual harassment charges on boss. Complaint goes to arbitrator (gov employee). Boss admits using bad judgement. Female agrees to end complaint if paid out her remaining years of service to retirement and a few hundred grand for emotional distress. Boss is sent to Palm Springs for additional training.
The complaintant and the boss then split the settlement in private.
It happens every week.

Her union will see that as an important part of the admin she will get full pension and perks.
Does anyone doubt this?
