On Keystone pipeline, President Obama may finally be ‘headed toward yes’

President Barack Obama’s latest critique of the Keystone XL oil pipeline still leaves a path for approving the project — but its supporters may need to make concessions to blunt its impact on the climate, analysts said Monday.

Obama’s remarks to The New York Times echoed some of the most potent criticisms offered by Keystone’s opponents, scoffing at GOP claims about job creation and warning that the pipeline might even raise gasoline prices. He also said Canada “could potentially be doing more” to counteract the greenhouse gas emissions being unleashed from Alberta’s oil sands, the major reason for climate activists’ outrage at the pipeline.

Concessions by Canada could include an effort to capture and store the carbon dioxide generated by drilling in the oil sands, former White House environmental aide Elliot Diringer said Monday.

“That could be a signal that the administration would welcome a concrete plan from the Canadians about how to reduce the carbon intensity of the oil sands crude,” said Diringer, executive vice president of the Center for Climate and Energy Solutions. He said Obama’s comments, published Saturday in the Times, “Almost sounded like an invitation to the Canadians to offer concrete commitments to make their oil no more carbon-intensive than conventional crude, like he was asking the Canadians to help him find his way to yes.”

If they sold the oil to China they wouldn’t bother them about the expense of making the extraction ‘carbon nuetral’.

...if the next FERC chairman is Ron Binz—the most important and radical Obama nominee you’ve never heard of. An electric regulator in Colorado from 2007 to 2011, Mr. Binz is the latest Presidential nominee who doesn’t understand the difference between making laws and enforcing them.

No, that’s unfair. Mr. Binz doesn’t care about the difference. In a recent interview with the Association for the Demand Response and Smart Grid trade group, reflecting on the lessons of his Colorado job, he nodded at the “judicial role” of regulators. But then he mused about their “legislative role” too: “I saw the commission not simply as an umpire calling balls and strikes, but also as a leader on policy implementation.”

This philosophy is especially troubling for a commission like FERC, which is supposed to be an even-handed arbitrator independent of the executive branch. FERC’s narrow legal obligations include protecting the affordability and reliability of the U.S. power supply and electric grid—goals that are in more than a little tension with Mr. Obama’s anticarbon program. The law is a nuisance when you think you’re saving the planet.

I spoke to a friend involved in this project. He advised that major long lead items were ordered long ago. The company he works for built the pumps. These units are 1 to 1.2 million each. They are currently in storage waiting for the go ahead.

Pump manufactures would be working on other pumps for other orders. Pipeline workers for the future Keystone XL line haven't been hired yet.

No. It is a factory, they built the pumps, tested them, placed them in long term storage and the workers have moved on to built other pumps for other projects.

By the way, BUILD THE DAMN THING WITHOUT HIS PERMISSION, THEN CALL A NEWS CONFERENCE AT THE CONNECTION POINT WITH CANADA AND WATCH OBAMA SEND IN THE MILITARY TO TRY AND STOP IT.

You are correct.

Sulzer (They purchased Bingham Pumps of Portland) has long supplied pumps to Enbridge for many of their other pipelines. If the pumps are not used for the XL expansion, their will be other opportunities.

These pumps were likely made at the old Bingham facility in Portland.
