It creeps in slowly in the dark of night, and once inside, it almost never goes away.
It's known as the Hum, a steady, droning sound that's heard in places as disparate as Taos, N.M.; Bristol, England; and Largs, Scotland.
But what causes the Hum, and why it only affects a small percentage of the population in certain areas, remain a mystery, despite a number of scientific investigations...

My house is framed in steel-a fad at the time it was built, 11 years ago-the power meter on the pole at the front of the property generates a faint hum that travels along the steel framework and can be heard through the paneling and drywall in most rooms. The first thing I did in my sleuthing was to shut off the power at the pole-the indoor hum quit instantly, but the other one was still heard/felt outside.

Your Description is identical to my experiences of the noise.
It must be emanating from the same ,or similar, source.
It is not the Train service,i live only half a mile from a High-speed line and the noise is still there long after end of service.
Unfortunately i can hear it outside, even in the middle of nowhere.
It has Freepers on its case now, somebody will know. :)

My dogs hear it... I have had one in bed and he would cant his head to one side when it started... one female will bark when it starts but they settle down after a few minutes. I do think it is using structures as a transducer.

I thought that might be it but I have a service on my home that I can eliminate any power coming in to my home... I also have a parabolic dish set up to amplify audio sounds. I can hear a neighbor speaking in his home a mile away if I wanted to... which I do not but that is how effective it is and it is silent when listening to any electrical poles and transformers within a mile or so of my home.

I hear three distinct sounds, a low frequency constant hum, a slightly higher pitched constant hum that seems to rise and fall in volume very slightly, and a sound of electrostatic interference like when a speaker gets a secondary vibration that cancels the primary and nets a static sound.
I built my house on land that lays in a valley which has a road running down the middle. The underlying rock is limestone, with caves here and there. I can detect the sound of the tread on tires of a vehicle drumming against the pavement more than a mile away. When more than one vehicle is on the road coming or going from my location, the resonant sound is similar to the deeper droning sound of the example from Taos.

Do you have a sub woofer on your computer? The bigger box that sits in the middle. Without a sub woofer your computer would not be able to produce low freq sounds.
