Lawsuits, suspensions, public executions? I was a 14 year old once, though far from the wildest one. The wild ones will have a field day with this.
The good news is no kid changes or shiwers in the locker rooms anymore.....too many cell phone cameras around so they do it all at home

And I’d note that parents continue to send their kids to a government school in the first place. It’s not like they haven’t been warned several times of these kind of shenanigans. Welfare dependency is deeply entrenched in our society. Amazing what people will endure for tax paid daycare.
